A bounce is a single-page session on your site. In Analytics, a bounce is calculated specifically as a session that triggers only a single request to the Analytics server, such as when a user opens a single page on your site and then exits without triggering any other requests to the Analytics server during that session.
It is a session when user doesn't perform any action on web site, just open it.
How to verify it?
1. Open GA and select your web site
2. There are different ways to view Bounce rate:
2.1 Click on AUDIENCE OVERVIEW >

2.2 Also you can go to Audience overview using left menu:

You will be redirect to audience overview dashboard using any of this way:

Bounce rate is single-page sessions divided by all sessions, or the percentage of all sessions on your site in which users viewed only a single page and triggered only a single request to the Analytics server.
Bounce rate = Bounces / number of all sessions * 100%
To better understanding how Bounce rate is calculated you may configure a dashboard where all needed information will be displayed:
1. Go to CUSTOMIZATION -> Dashboards and click "CREATE"

Also you may use calendar to select dates:

Entrances – This is the number of entries by visitors into the pages of your website.
Bounces – This is the number of single-page visits by visitors of your website.
Exits – This is the number of exits from your website.
Here is an example how can you use this info to calculate Bounce rate:
Bounce rate = Bounces / number of all sessions * 100%

NOTE:
1. Sometimes you should wait about 10 minutes when Active users widget will be updated
2. Bounces isn't calculate in case user opens web site and do some action
3. Bounces is added to general number in case when user opens the site and leave it (return to previous page or goes to another site in the same tab) without any action and closing browser's window (with closing browser's window too)
4. Bounces is added to general number in case when 40 sec is passed after visitor opened the site and didn't do any action
5. In case when user open site, doesn't do any action about 40 sec Bounce will add. But if user will do any action pass 40 sec on the same sessions Bounce will subtract from general number of Bounces
